Guidance on reviving stalled housing schemes
Last month ATLAS (Advisory Team for Large Applications) the advisory body hosted by the Homes and Communities Agency published materials on the approach to be adopted towards reviving stalled housing schemes.
ATLAS’ principal role is to support local authorities, but their work is also of interest to developers as it illustrates how authorities are being encouraged to manage the challenge of bringing forward housing projects in adverse economic times. The paper draws on lessons learned in connection with projects where ATLAS have already been involved and other experiences and practices of local authorities. Whilst ATLAS’ brief is directed towards the larger projects (and inevitably promotes the role of the HCA), the approach being adopted and promoted for use by local authorities generally can be applied across the range of housing projects, large or small, where issues of viability are having an impact.
